The Port Authority Board of Commissioners is launching a robust public comment period on two separate proposals:
- The agency’s proposal for the first inflation-based toll increases to the agency’s bridges and tunnels since 2015; the first changes to PATH’s fare structure since 2014; the first increases to AirTrain fares in 14 years; and a new airport ground transportation access fee.
- Proposed changes to the agency’s 2017-2026 $32.2 billion Capital Plan. These changes increase the Capital Plan by $4.8 billion. Of the proposed $4.8 billion increase, approximately $4.5 billion or 94 percent of the increase, is projected to be funded through incremental revenues associated with the projects, including revenue from terminal rents, increased activity, airline cost recoveries, user fees, approval of Passenger Facility Charges (PFC) and receipt of federal grants associated with certain projects.
There will be three public hearings in New York and three in New Jersey in July 2019.
Each hearing will be attended by at least one Commissioner from New York and one Commissioner from New Jersey, as well as a Hearing Officer, who will be charged with ensuring that a transcript is made of each public hearing and provided to the full Board of Commissioners. In addition, a summary of all comments made at each hearing will be provided to the Board by the Executive Director by September 19, 2019.
Those wishing to speak at one or more of the public hearings are encouraged to pre-register via the link below. Prospective speakers may also register at the hearing location, and will be scheduled to speak after the pre-registered speakers have completed their statements. An additional stenographer will be available for those who wish to leave a comment verbally, but not in front of the Commissioners. Language translation services for Spanish will be available at all public hearings, as will American Sign Language translation services. All written Spanish comments will be translated for the Board and reasonable efforts will be made to translate comments made in other languages. For additional language translation services or special needs assistance, please contact the Port Authority five business days prior to the meeting through the registration form via the link below.
